India Cement Output September 2026 showed a strong year-on-year increase, providing one of the clearest demand signals in the regional cement market this week. At the same time, clinker cargo activity from China and Vietnam into Bangladesh remained active, while India’s trade-remedy review covering certain calcined gypsum powder imports continued. For bulk buyers, the main question is not only product price, but also how stronger demand and freight conditions may affect CFR offers and shipment timing.
India’s Ministry of Commerce & Industry reported on 21 October that cement production increased 9.8% year on year in September 2026.
The broader Index of Core Industries grew 7.9%, while cumulative core-sector growth for April–September reached 5.1%.
The September cement figure followed strong growth in earlier months, confirming that production activity remains comparatively firm.
Higher cement production is generally supportive for demand for clinker and other cement-production inputs.
However, buyers should not interpret the 9.8% increase as evidence that Indian clinker imports have increased by the same amount. Indian cement producers also rely heavily on domestic clinker production, and the official data does not separate imported clinker from domestically produced clinker.
For international sellers, the more useful conclusion is that stronger cement output may improve the negotiating environment for supply discussions if production remains elevated.
Buyers should therefore compare current FOB and CFR clinker offers rather than assuming that recent price indications will remain available for long shipment windows.
Indian buyers and suppliers negotiating new clinker contracts should refresh price indications and confirm shipment windows before extending offer validity.

The Baltic Exchange’s Week 43 dry-bulk report described Asia as the main driver of the Ultramax/Supramax market.
Among the reported fixtures was a 55,000-dwt vessel carrying clinker from North China to Chittagong, fixed at a strong reported level of $32,000.
The same week also saw fresh cargo enquiries for bulk clinker moving from China and Vietnam toward Bangladesh, including cargoes of approximately 45,000–50,000 tonnes with late-October and November laycans.
These fixtures do not provide a universal freight rate for all clinker shipments, but they do show that vessel demand on Asian backhaul routes remains commercially relevant.
For clinker buyers in Bangladesh and nearby markets, vessel availability and laycan timing can materially change the delivered CFR cost even when the FOB clinker price remains unchanged.
The implication is particularly important for 45,000–55,000 tonne cargoes, where even relatively small changes in vessel hire, port waiting time or discharge performance can affect the landed cost per tonne.
Before confirming a CFR clinker purchase, buyers should obtain a fresh freight indication based on:
Do not rely on a freight indication received several weeks earlier if the vessel market has moved.
India’s Directorate General of Trade Remedies updated its active case file on 22 October 2026 for the sunset review concerning imports of Calcined Gypsum Powder originating in or exported from Iran, Oman, Saudi Arabia and the UAE.
The sunset review itself was initiated earlier in 2026. This week’s update was administrative and did not announce a new final duty.
A separate Indian anti-dumping investigation also remains active for Calcined Gypsum Powder originating in or exported from Egypt.

The distinction between gypsum products is important.
These proceedings concern Calcined Gypsum Powder. They should not automatically be applied to:
For suppliers of calcined gypsum into India, the continuing review creates regulatory uncertainty and makes correct product classification particularly important.
For buyers of Gypsum Stone, the current DGTR case should not be treated as evidence of a new restriction on natural gypsum unless an official notification specifically covers that product and HS classification.
Before contracting calcined gypsum powder for India, verify:
Buyers sourcing Gypsum Powder should also make sure that the commercial description and customs classification match the actual product supplied.
Uncertain
Demand signals are supportive, especially following stronger Indian cement production, but freight conditions and product-specific regulatory issues still require caution.
For clinker, current Asian cargo activity gives sellers some support, while buyers should pay closer attention to vessel timing and CFR calculations.
For gypsum, the regulatory issue remains product-specific. Natural Gypsum Stone and Calcined Gypsum Powder should not be treated as the same market for customs or trade-remedy purposes.
